Optical networks are run by providers such as Comcast and AT&T. These providers have large networks that can transport large amounts of data quickly. They sell this capacity on a peering basis to companies that need high-speed connections, such as Netflix and Google. Smaller ISPs, like SELCO, use DSL technology to build their networks. DSL connections are not as fast as optical connections, so they may not be able to offer the same levels of service. However, DSL is still reliable, so it's a good choice for some people.
